The newly named emperor Maximilian and his wife Carlota arrive in Mexico to face popular sentiment favoring Benito Juárez and a democratic regime. He tries to appease the Mexicans but fails. Abraham Lincoln supports Juárez and asks the French to withdraw their support for Maximilian. Carlota goes to France to plead with Napoleon, to no avail.
