In this epic Roman fable set in an imaginary modern America, the city of New Rome must change. Conflict ensues between Cesar Catilina, a genius artist in search of an utopian future, and Mayor Franklyn Cicero, committed to a statu quo rooted in greed, special interests, and partisan warfare. Torn between them is socialite Julia Cicero, the mayor’s daughter, who loves Cesar.
